    • PURPOSE: A method and an apparatus for decomposing halogenated aliphatic hydrocarbon compounds are provided in which a target material exhausted or discharged from a decomposition unit is adsorbed by an adsorption unit, the adsorbed target material is returned to the decomposition unit at regular intervals, and a concentration of the target material in waste or discharging material is reduced to below an environmental standard. CONSTITUTION: In a method for decomposing halogenated aliphatic hydrocarbon compounds of a target material using functional water, the method comprises the steps of contacting active compounds of functional water with a target compound for decomposition in an airtight sealed reaction chamber in which active compounds are produced in functional water by irradiation of light; removing the target compound remained in the reaction chamber; adsorbing the removed target compound using an adsorbent; detaching the adsorbed target material from the adsorbent; and returning the detached target material to the reaction chamber. The apparatus for decomposing the halogenated aliphatic hydrocarbon compounds comprises an airtight sealed reaction chamber(13); a means(11) for supplying a target material of halogenated aliphatic hydrocarbon compounds to the reaction chamber; a means(12) for supplying functional water to the reaction chamber; a means(14) for irradiating light so that active compounds are produced for decomposition in functional water; a means for removing a target material remaining in the reaction chamber from the reaction chamber; a means(16) for adsorbing the removed target material with an adsorbent; a means for detaching the adsorbed target material from the adsorbent; and a means(19) for returning the detached target material to the reaction chamber.
