A structure of knee air bag for vehicle comprises an air bag housing, an inflator, a fabric air bag cushion(10), and a plastic air bag cushion(20). The air bag housing is provided beneath a shroud(40) arranged in a steering column inside an instrument panel. The inflator is arranged in the air bag housing and ejects gas upon a vehicle collision. The fabric air bag cushion is placed inside the air bag housing and inflated by the gas from the inflator in the direction opposite to the driver's knees. The plastic air bag cushion is arranged on the bottom of the shroud, outside the instrument panel.

The inflator supplies a high pressure gas into the airbag cushion. A front end portion(50a) of the airbag cushion toward a passenger is folded horizontally toward a rear portion(50b), and vertically folded such that the width of the airbag cushion is narrowed. The airbag cushion is vertically folded in half. Left and right portions(50c,50d) of the airbag cushion are folded in an accordion scheme toward a center line of the airbag cushion and then horizontally folded in a rolling scheme.
