The roller is formed at the end portion of a fixing shaft(31) positioned at one side of a lower part of a boundary unit(12) and inclined and extended to the lower part at a predetermined angle. A reinforcing support(31a) is formed at one side of the fixing shaft to support the fixing shaft. A method thereof includes a step of moving a reinforcing tube forward by air pressure and entering the reinforcing tube into a water supply and drainage, by forming an air layer at a regular space of an inside for a water tank and a shifter by pushing water formed at the lower part of the shifter, to one side by compressed air supplied from a compressor by powering a reinforcing tube shifting system formed at one side of the shifter.
