CONSTITUTION: An apparatus for manufacturing a planar heating element comprises a feed member(10), a transfer member(20), a fluidized bed hopper(30), and a hot rolling member(40). The feed member supplies dried teflon and carbon-mixed powder. The transfer member transfers the teflon and carbon-mixed powder provided from the feed member. The transferred teflon and carbon-mixed powder is put into the fluidized bed hopper. The fluidized bed hopper stably supplies teflon and carbon-mixed powder to the following process. The hot rolling member processes the teflon and carbon-mixed powder into a sheet through hot-rolling.
