CONSTITUTION: A hoseless mat-type smart cool and warm water supplying apparatus comprises a water storage tank (100), a cool and warm water generating module (200), a low-noise and high-output motor (300), a hoseless cool and warm water mat (400), and a smart control module (500). The cool and warm water generating module generates one of cool and warm water by a peltier effect and comprises a thermoelement. The low-noise and high-output motor discharges the cool or warm water generated by the cool and water generating module to the hoseless cool and warm water mat. After the cool or warm water is completely discharged, the low-noise and high-output motor introduces the cool or warm water discharged to the hoseless cool and warm water mat. The hoseless cool and warm water mat transfers cool air or warm air to a member surface-contacted to the mat by flowing the cool or warm water receiving from the low-noise and high-output motor through a hoseless passage.
