    • A deoxygenated fuel-cooled environmental control system pre-cooler for an aircraft is provided to minimize the reduction in engine operation efficiency and to include a fuel stabilization system for permitting the fuel to exceed the traditional coking temperatures. The thermal management system comprises a fuel stabilization system(18). A liquid-to-air heat exchanger system(32) is in fluid communication with the fuel stabilization system. An environmental control system is in communication with the liquid-to-air heat exchanger system. The fuel stabilization system comprises a deoxygenation system. The liquid-to-air heat exchanger is in communication with compressed air from an energy conversion device(12). The energy conversion device is an aircraft gas turbine engine. The liquid-to-air heat exchanger is a fuel-to-air heat exchanger. The liquid-to-air heat exchanger operates to reduce a temperature of a compressed air to approximately 148.9 degrees centigrade. The liquid-to-air heat exchanger operates to reduce a temperature of a compressed air approximately to a liquid inlet temperature of the liquid-to-air heat exchanger system.
