    • PURPOSE: An intra-prediction mode determination method is provided to execute an intra-prediction method in a four-by-four intra-prediction mode by comparing a calculated dispersion value and a predetermined threshold value. CONSTITUTION: A dispersion value calculation unit calculates a dispersion value of a pixel value in a predetermined size block within a macro block(410). An intra-prediction execution unit executes an intra-prediction mode in a four-by-four intra-prediction mode or a sixteen-by-sixteen prediction mode according to a comparison result between the calculated dispersion value and a predetermined threshold value(420,430). A prediction mode determination unit determines an intra-prediction mode based on intra-prediction execution results(450).
