    • A method for encoding and decoding a scalable video signal is provided to prevent a phase shift in a base layer and/or an enhanced layer caused by downsampling and upsampling processes in encoding and decoding the video signal according to an interlayer prediction method, thereby improving efficiency of coding. An enhanced layer is encoded by an interlayer prediction method. A phase shift on a base layer and/or the enhanced layer is considered in the encoding of enhanced layer. The block of the base layer corresponding to a macro block is extended by a ratio of the screen size of the enhanced layer to the screen size of the base layer through up-sampling in order to decode the macro block of the enhanced layer according to the interlayer prediction method. The up-sampling is performed in consideration of the phase shift information, 'global_shift_x/y' in the enhanced layer and/or the base layer to compensate a global phase shift between the macro block of the enhanced layer and the extended block of the base layer. The original image of the macro block of the enhanced layer is restored by using the extended block so that the original image of the macro block can have the same phase as the macro block.
