    • The present invention provides a test device for a printed circuit board to measure the electric capacity of each layer of a multi-layered printed circuit board, and a method to test the printed circuit board. The test device (1) includes: a counter electrode (2) which faces the multi-layered printed circuit board (10) including multi-layered electric wires (13) and an inner ground layer (15); an electric capacity meter (4); a ground connection (6); a switch box (5) which switches the connection status between a first connection status in which the inner ground layer (15) is connected to the counter electrode (2) and a second connection status in which the inner ground layer (15) is connected to the ground connection (6); and a control unit (7) which extracts the value of electric capacity by calculating difference between the electric capacity between the counter electrode (2) and electric wires (13) measured by the electric capacity meter in the first connection status and the electric capacity between the counter electrode (2) and electric wires (13) measured in the second connection status. Using the extracted value of electric capacity, the electric capacity of each of the electric wires (13) can be achieved.
