    • A powder-receptie adhesive pattern (I) is formed on the inner surface of a rectangular panel having a skirt portion at the periphery. A sealed vessel consists of a container containing phosphor powder and the panel. The container and the panel are integrally combined so that the opening of both are opposd. The container is rotated about an axis parallel to the inner surface of the panel. As the sealed vessel rotates, the phosphor powder is sequentially moved while sliding on the inner surface of the side of the panel, (I) forming surface of the panel and the inner surface of the powder container. Thus, since a new adhesive surface of (I) is always exposed by a capillarity phenomenon, a powder layer is firmly formed.
