The dust reducing agent is applied to coat the surface of iron powder and dust, which are scattering or are about to scatter, due to the differences in adhesion, polarity and density to prevent iron powder and fine dust from scattering only by spraying or sprinkling a diluted solution thereof in subway tunnels where a lot of iron powders and dusts are generated.

The process includes the steps of: mixing and crushing a compost raw material; preparing an absorbent containing specific microorganism; mixing the crushed raw material and the absorbent then pulverizing the mixture; producing a paste state of fertilizer raw material by adding zeolite based mineral to the pulverized mixture; and forming the fertilizer raw material into granules by introducing the material into a vacuum granulator. The absorbent is prepared by blending rice hull and activated carbon. The fermentation is performed by introducing microorganism to the absorbent and the compost material.
