    • PURPOSE: An overload control system according to priority, an apparatus, and a method thereof are provided to control traffic by removing a call of a subscriber whose priority is low. CONSTITUTION: An HSS(Home Subscriber Server)(340) or an HLR(Home Location Register)(240) provides calling plan information in each subscriber of a terminal apparatus connecting to a communication network. A subscriber control apparatus sets priority according to the calling plan information provided from the HSS or the HLR. The subscriber control apparatus selectively removes a call from the terminal apparatus when an overload is generated in the communication network. The subscriber control apparatus executes a call control procedure for reducing the overload. The subscriber control apparatus is either an MME(Mobility Management Entity)(330) or an SGSN(Serving GPRS Support Node)(230).
