    • PURPOSE: A manufacturing method of a highly flame retardant organic and inorganic composite manufactures highly flame retardant organic and inorganic composite with high flame retardancy, excellent mechanical strength, flexibility, and hydrophobicity by impregnating a liquid silica precursor into soft foam with excellent hydrophilicity and low strength. CONSTITUTION: A manufacturing method of a highly flame retardant organic and inorganic composite with hydrophobicity comprises a step of manufacturing a silica precursor (S100); a step of compounding the silica precursor and soft foam (S200); a step of drying the product (S300); and a step of making the dried product hydrophobic (S400). The soft foam includes at least one of melamine foam, imide foam, flame retardant PU, PE, or PET. The silica precursor is manufactured by mixing tetraethyl ortho silicate, alcohol, water, an acid catalyst, and a base catalyst.
