    • An apparatus and a method for deciding a transmission format by using a variable frame length, and a decoding method using the method are provided to acquire information on the structure of a frame transmitted independently of a frequency error before PLSC(Physical Layer Signaling Code) demodulation and decoding in a DVB-S2(Digital Video Broadcasting-Satellite version 2) system. A transmission format decision apparatus using a variable frame length includes a frame synchronization acquisition unit(301), a correlation analysis unit(302), and a transmission frame structure determination unit(304). The frame synchronization acquisition unit acquires frame synchronization for a received transmission frame. The correlation analysis unit performs correlation analysis in consideration of a frame length for each frame structure on the received transmission frame. The transmission frame structure determination unit determines the structure of the received transmission frame by using the correlation analyzed by the correlation analysis unit.

    • Adaptive encoding of digital multimedia information may be performed by measuring link parameters, such as a received signal strength, a bit error rate, or a rate of received acknowledgement signals, in order to determine an available transmission rate. A maximum encoding rate may then be determined based on the available transmission rate by, for example, dividing the available transmission rate by an overhead factor. If the encoding rate of the digital multimedia information exceeds the calculated maximum encoding rate, adaptive encoding of the digital multimedia information may be performed in order to conform the encoding rate of the digital multimedia information to the calculated maximum encoding rate. This process may involve compressing selected frames within a frame sequence, deleting high frequency components within selected frames, deleting I-frame components within selected frames, or mapping values within selected frames to corresponding values having coarser quantization.

Each double encoding unit includes a primary RES(Real-time Encoding Server) and a secondary RES for encoding the VOD contents, wherein one RES operates in an active state while the other RES operates in a standby state. A streaming unit(111) is connected with the plurality of double encoding units through a network for receiving the encoded VOD data. The streaming unit includes a plurality of MSSes(Multimedia Streaming Server)(112,114,116,118) to transmit the encoded VOD data to a requesting VOD terminal.
