    • PURPOSE: A neighbor list setting method of a femto cell is provided to solve SON(self-organizing network) optimization problems by using a measurement result provided from an idle state terminal in the construction of a neighbor list. CONSTITUTION: A femto cell BS(base station)(500) sets measurement information elements of an eleventh SIB(system information block) of temporary system information in order to measure terminals of all idle states in a femto cell. The femto cell BS broadcasts the temporary system information to the femto cell through a broadcasting channel.     • PURPOSE: A communication system, hand-off control apparatus, and method thereof are provided to increase the signal power of a femto cell base station by decreasing the signal power of a macro cell base station. CONSTITUTION: A macro cell base station(110) maintains the size of signal power as a value which is lower than the selected first threshold value during a first period. A femto cell base station maintains the size of the signal power as a value which is higher than the selected second threshold value during a second period. A terminal(130) automatically connects the macro base station to the femto base station in an idle state based on the signal power strength of the femto base station and the signal power strength of the macro base station. The macro cell base station maintains the size of CPICH(Common PIlot CHannel) as a value which is lower than the selected first threshold value during the selected first period.
