    • An image forming apparatus and a developing device are provided to add external additives to developer without addition of great expense to prevent poor quality of image, thereby improving the liquidity and charging characteristic of the developer. An image forming apparatus includes a developer storage unit(31), a charging opening(32), and a mesh member(70). The developer storage unit stores developer to be supplied to a photoreceptor. The charging opening is to charge the developer in the developer storage unit. The mesh member is installed below the charging opening in a direction the developer is charged in order to filter out external additives over a predetermined size from the charged developer.
