종래에는 목재, 합성수지, 종이 및 금속재질 등의 다양한 팔렛트가 공지된 바 있었으나, 상기의 팔렛트는 각 재질에 따라 화물의 수출입시에 규제가 있거나 수분에 취약한 팔렛트도 있으며, 특히 자체중량이 무거워 취급이 불편하고 제조비용이 많이 소요되는 등의 문제점이 다소 있었다.
