Spiral grooves (43) for rotating the water activation piece about the axis of the water activation piece by a fluid pressure when the water activation piece is disposed in the flow passage with its axis positioned along the direction of the flow passage are formed continuously in the outer and inner peripheral surfaces thereof. These spiral grooves are formed rightward (clockwise) in plan view. Furthermore, a plurality of water activation pieces are held by each of holders (3) of a predetermined structure so that the outer surfaces of these pieces in the axial direction are not brought into contact with each other along the flow passage, and these holders are disposed in the internal space (26) of a casing in multiple stages so as to form the water activation device (1).
