    • The present invention relates to an environment-friendly heavy duty paint composition and a structural steel painting construction method using the same More particularly, disclosed are: the environment-friendly heavy duty paint composition uses a water-soluble epoxy resin as paint for preventing the structural steel surface of a bridge, a steel structure, a marine structure and the like from being corroded, and thereby, being environment-friendly and having excellent physical properties such as weatherproof, durability, water resistance, wet endurance, acid resistance, alkali resistance, hardness of paint, elasticity and the like, as well as having excellent repair paintability and painting workability; and the structural steel painting construction method using the same. The paint composition comprises: 5-25 parts by weight of the water-soluble epoxy resin; 1-5 parts by weight of water; 1-10 parts by weight of a diluent; 5-30 parts by weight of a water-soluble hardener; and 1-10 parts by weight of a coloring pigment. The construction method comprises: a surface treatment step for performing a surface treatment on detachment painting of the structural steel surface formed on the bridge or the structure, or contaminants such as rust, dust, oil and the like, using a surface treatment apparatus provided with a collecting apparatus; a rust resisting paint coating step for coating the surface treated structural steel surface with rust resisting paint including zinc powder, a resin, an alcohol solvent, an anti-corrosive agent and water; a heavy duty paint coating step for coating the heavy duty paint on the surface after the rust resisting paint is cured; and a surface protective agent applying step for applying a surface protective agent to protect the heavy duty paint on the upper side of the heavy duty paint. An expansion joint device(500) for a bridge includes a base plate(510) installed to a space between a bridge slab and an adjacent bridge slab and attached with L-shaped first, second plates(512,512a) provided with horizontal units(514,514a) facing the outside and having many through holes(516,516a), and a water leakage prevention unit(520) installed between a first support member(524) and a second support member(524a) which are fixed to the upper parts of the first, second plates by bolts(518) between the first, second plates and finger blocks(540) fixed to the upper part of the first, second plates to keep the space between the adjacent bridge slabs tightly. The water leakage prevention unit is provided with a first water leakage prevention member(522) fixed to the lower part of the first support member and a second water leakage prevention member(522a) fixed to the upper part of the second support member, wherein the first, second water leakage prevention members are adhered closely to each other. In addition, a support bracket(517) is provided to the inside of the second plate to support the first, second water leakage prevention members located on the upper part of the second support member and the first support member from the lower part and to prevent the breakage of components of the expansion joint device against load occurring on the bridge slabs in the vertical direction when a vehicle is traveling.
