    • PURPOSE: An apparatus for quantizing a vector and an inverse vector of a speech signal and a method thereof are provided to sufficiently use advantages of space-filling and a shape in coding a speech signal. CONSTITUTION: A code book group(200) includes a plurality of code books(201_1-201_n) storing code vectors related to a speech signal obtained by a KLT(Karhunen-Loeve Transform) divided according to KLT domain statistic values. A KLT unit(210) converts the inputted speech signal into a KLT domain. A code book selecting unit(220) selects the optimum code book in the code book group based on an eigenvalue related to the inputted speech signal. An optimum code vector selecting unit(230) selects the optimum code vector based on distortion between the code vectors of the code book and the speech signal converted into the KLT domain. A transmitting unit(240) transmits an index of the optimum code vector as vector quantization information related to the speech signal.
