When the window opening/closing switch 6D is operated during a non-operation of the submergence detecting circuit 5, the control part 4 turns on a corresponding control switch to supply a control voltage through the control switch to the motor driving parts 2U, 2D to drive the motor 1 to open or close the window. When the turn-on of the control switch is cancelled during the operation of the submergence detecting circuit 5 caused by submergence detection by the submergence detecting sensor 51, and the window open switch 8 is operated, the control voltage is supplied to the motor driving part 2D to drive the motor 1 to open the window.
