    • PURPOSE: A diesel fuel filter is provided to effectively purify minute moisture particles contained in diesel fuel by filtering the minute moisture particles through a second filter member. CONSTITUTION: A diesel fuel filter comprises first and second filter papers(12c,12d). The first filter paper is composed of the material of a meltblown and cellulose layer. The second filter paper is composed of the material of a glass fiber layer. The first filter paper increases the size of moisture particles by combining moisture particles contained in diesel fuel. The second filter paper is inserted into the first filter paper and filters the moisture particles that the size is increased by the first filter paper.

The apparatus further includes leading device for leading the water exhausted from the water outlet of the oil drop separator to the water inlet of the three-dimensional fixed bed type electrolytic tank.

The step of placing the carbonaceous mixture in the contaminated medium is carried out by dispersing onto a surface and/or into a liquid and/or by placing on a surface and/or by passing a liquid or a gas through a filter. A mixture of expanded graphite and carbonaceous nanocrystals is used as the carbonaceous mixture, wherein the content of the carbonaceous nanocrystals in the mixture is not less than 10%.
