The upper part of the body of the protecting case is open and the inside is vacant. The protective insulation is inserted in the body of the protecting case and is fixed in the inner surface of the body. The protective insulation includes the water gauge(150) in the inside and includes a vertical passing hole(112) in center. The connection pipe is inserted in the vertical passing hole and includes a partition in order to prevent penetration of foreign materials into the inside of the protecting case.

The rotation of an actuating plate(20) rotating by an adjusting bolt(16) formed on a manhole cover(10) is controlled by the hanging portion(28) of the actuating plate and the control protrusion of a first reinforcing member. The actuating plate, a connecting plate(23), and a locking bar(26) are interlocked by the operation of the adjusting bolt. The linear movement of the adjusting bolt is transferred to the connecting plate and the actuating plate connected to the locking bar as rotating movement.
