    • A data encoding apparatus and the like that make it impossible to copy any data with its original good quality maintained, while not degrading the output quality of the data before the data is copied, thereby preventing illegal copies of, for example, analog image data. Sync signals (VD,HD) as separated from analog image data (Vanl) are delayed and then supplied to a clock generator circuit (1133), which generates, based on the supplied sync signals, clocks (CLK) within the range of an effective screen. Since these clocks (CLK) are vertically and horizontally out of phase, image data (V dgl) outputted from an A/D converter (1134) are also out of phase and hence include factors of signal degradation. An encoding part (1135) performs encoding, conversion-encoding or the like using a sampling technique. Since the image data (Vdgl) are out of phase, the sampling positions and block positions deviate from the positions where the original encoded data related to the image data (Vanl) would be obtained, resulting in a significant degradation occurring in the encoding part (1135).
