The first samples are added to the first reactor(10) and the second reactor(20), and the vapor from the steam generator is supplied to the first reactor to heat. It is pressurized while heated. The reaction occurs with pressurization. After the reaction, certain time has passed and the reaction ends, and thermal hydrolysis is processed during the ejection of vapor. In the step of exhausting vapor of the process step of the first reactor, vapor of high pressure of high heat is exhausted to inflow vent from the first preheat while the first sample is putted into the second reactor.     • PURPOSE: A method and a device for dissolving gas are provided to improve waste treatment efficiency by maximizing the solubility of air or pure oxygen. CONSTITUTION: Air or pure oxygen with a fine bubble state is supplied to a reaction process unit(12) by filling the material to be treated in a closed reaction tank(10). The material to be treated is supplied to a space unit(11) formed on the upper layer of the reaction process unit. The pressure of the space unit is set within a range of 0.1 to 10 kg/cm^2. When the set pressure value of the space unit exceeds, the air or pure oxygen of the space unit is outputted to the atmosphere through an exhaust line(40) and the pressure of the space unit is maintained.
