A method for treating seawater or deep seawater into agriculture water comprises: a pretreatment step including a water collecting and heating process and a pretreated water filtering process; a desalination step by electro-extraction in which water(seawater or deep seawater) is supplied into the salt extraction chamber of a desalination apparatus including a salt extraction chamber and a desalination chamber, seawater or deep seawater is supplied into the desalination chamber, a DC electricity is applied from a rectifier to the desalination apparatus while aerating seawater or deep seawater using air in the atmosphere to move cations contained in seawater or deep seawater in the desalination chamber to the salt extraction chamber through a cation exchange membrane of the cathode side and transfer anions of the desalination chamber to the salt extraction chamber through an anion exchange membrane of the anode side by forming an electric field, a solenoid valve is operated to discharge concentrated brine to a salt production process, and a solenoid valve is operated to discharge desalinated water to an electromagnetic treatment water tank; a treatment step of water molecules into microclustered water, in which desalinated water is injected into the electromagnetic treatment water tank, an AC constant high voltage is applied to an electrode, an electrostatic field is applied to water molecules to treat water molecules into microclustered water such that the microclustered water is sent to a constant voltage conductive pipe magnetizer, a low voltage of AC or DC is applied to a coil wound on a conductive pipe to magnetize microclustered water, and the magnetized microclustered water is sent to a reverse osmosis filtering process; and a reverse osmosis filtering step that the desalinated water is subjected to reverse osmosis filtration while adjusting filtering pressure of desalinated water to discharge concentrate to a sea area and send filtered water as fresh water into a fresh water storage tank.

    • The present invention provides a method for treating water containing phenolic material such as bisphenol A, phenol, para tertiary butyl phenol, and 1, 1, 1 - tris(hydroxyphenyl)ethane, as well as water soluble polycarbonate oligomers, and dispersed polycarbonate particles by extracting the phenolic material from the water using a water immiscible organic liquid containing an amine coupling catalyst. The treated water is then steam stripped to remove residual organic liquid and the amine. The organic liquid, containing the bisphenol A, phenol, para tertiary butyl phenol, and 1,1,1-tris(hydroxyphenyl)ethane, as well as water soluble polycarbonate oligomers and dissolved polycarbonate particles can be fed back to the coupling step of the polycarbonate process without further regeneration or treatment.
