    • PURPOSE: A method for preparing an anionic drug delivery system is provided to enhance drug content and reproducibility. CONSTITUTION: A method for preparing an anionic drug delivery system comprises the steps of: adding an anionic drug solution to a solution in which cationic lipid is dissolved in an organic solvent and preparing an oil solution; and adding an aqueous solvent or amphiphilic block copolymers to the oil solution and forming polymeric micelles. The method further comprises the step of adding the amphiphilic block copolymer to the solution in which cationic lipid is dissolved in the organic solvent and removing the organic solvent from the oil solution; or removing the organic solvent from the oil solution, dissolving the amphiphilic block copolymers in the organic solvent, and removing the organic solvent. The organic solvent is additionally removed after the steps when the solution of the amphiphilic block copolymers is added.     • PURPOSE: An anionic drug-containing pharmaceutical composition and a method for manufacturing the same are provided to enhance drug stability in blood and body fluids and to improve drug efficiency. CONSTITUTION: A composition for delivering an anionic drug contains an anionic drug as an active ingredient and an anionic lipid and amphiphilic block copolymer. The anionic drug forms an anionic lipid and composite. The composite is sealed inside the micelle structure of the amphiphilic block copolymer. The anionic drug is a nucleic acid substance. A method for manufacturing the composition for an anionic drug delivery comprises: a step of dissolving an anionic drug and anionic lipid in a water soluble organic solvent or mixture solvent of aqueous solution and organic solvent for phase separation; a step of isolating an organic solvent layer; a step of mixing amphiphilic block copolymer in the organic solvent layer to remove the organic solvent; and a step of adding an aqueous solution to the mixture in which organic solvent is removed to make micelle.
