    • A method, server and a system for building virtual pCell database are provided to reduce the time and cost for constructing pCell database that does not actually require a field test when a mobile communication provider which does not commercialize a GPS terminal builds a pCell database. A server constructing a virtual pCell database comprises data storage module(710), a communications unit(720), and a control unit(730). The control unit divides a location measurement service target area into a grid unit of a predetermined size. The control unit defines each grid as a pCell. The control unit performs a control for giving an ID(Identification) having an unique information. Latitude and longitude data of the base station among the base station information received from the BSA(Base Station Almanac) server are used and the control unit performs a control for setting up pCell as a standards pCell according to the base station. The control unit performs a control for establishing a first virtual pCell database by using more than one of the PN(Pseudo Noise) phase information and an output signal strength information.

If the state of the mobile terminal is idle, a session management unit(230) ends a previous session. The session management unit changes a session through negotiation about a new session related to a 1x EVDO Rev.A system.
