CONSTITUTION: A B-NAL register(304) receives B-NAL information from a network(313). A CLO(Cross Layer Optimization) unit(302) reads the B-NAL information. The CLO unit adaptively determines the quality of transmission target media data. The CLO unit receives the media data from a media data supply unit(301). CONSTITUTION: A stereoscopic video encoder(1030) outputs one or two encoding streams. A PES(Packetized Elementary Stream) packetizing unit(1040) generates the encoding streams by PES packets. A TS(Transport Stream) multiplexing unit(1050) multiplexes the PES packet and generated information of an information generating unit(1010) by an MPEG-2 transport stream.
