    • An apparatus and a method for allocating resources in an FDMA(Frequency Division Multiple Access) wireless communication system are provided to reduce overheads by utilizing restricted radio resources more efficiently in an FDMA packet data mobile communication system. A base station separates terminals, for which dynamic resource allocation is required, from terminals, for which fixed resource allocation is required(301). The base station establishes the start point of resources to be dynamically allocated and the start point of resources to be fixedly allocated contrary to each other(302). Then the base station executes resource allocation for the fixed resource allocation terminals and transfers information for allocated resources to the terminals through signaling(303,304). If signaling for the fixed resource allocation terminals is completed, the base station executes resource allocation for the dynamic resource allocation terminals and transfers resource allocation information to the terminals through signaling(305,306). If signaling at the present TTI(Transmission Time Interval) is completed, the base station checks terminals for which resource allocation at the next TTI is required(307). Then the base station checks whether a change in fixed resource allocation has been generated(308).

    • A method and an apparatus for mapping and transmitting encoded symbols in a frequency division multiple access system are provided to improve the performance of transmission by mapping a system bit in resources of high channel estimating performance and a parity bit in resources of low channel estimating performance. A method for mapping and transmitting encoded symbols in a frequency division multiple access system includes the steps of: encoding packet information data, separating a system bit and a parity bit by performing rate matching, and outputting the encoded symbol; interleaving individually the system bit and the parity bit, and arranging sequentially the system bit and the parity bit; mapping the sequentially arranged bit row into a sub frame of a radio frame according to the control of a mapping order control signal in order of long blocks of a position with high channel estimating performance; and multiplexing the mapped long blocks with an encoded transmission form information signal, and transmitting the multiplexed long blocks to a receiver through a transmitting unit.

    • A method for preventing interference in a T(Terrestrial)-DMB and its system are provided to improve reception performance of a shadow area by preventing poor reception interference positioned between two gap fillers. A gap filler management server transmits radiowaves for power detection to a DMB terminal, and transmits a CQI(Channel Quality Information), including reception power and a terminal ID, to a gap filler corresponding to a gap filler ID of the CQI which has the reception power, the gap filler ID, and the DMB terminal ID received from the DMB terminal(S201-S209). Gap fillers control beam forming of an antenna as checking the reception power of the CQI transmitted according to a pre-set period from the gap filler management server, and increases strength of the antenna beam while increasing beam strength of the relatively weaker side(S211-S213).

    • A handover method and device between different systems are provided to allow a UE(User Equipment) to use an IP(Internet Protocol) address, which the UE has received in an UMTS(Universal Mobile Telecommunication Service) existing system, as it is when performing handover between an E-UMTS(Enhanced-UMTS) system and the existing UMTS system without changing an existing SGSN(Serving GPRS Support Node), an RNC(Radio Network Controller), or a node B. A UE, which performs communication through an E-UMTS, measures signal strength from a UMTS system, and transmits a measurement report message including the measured signal strength to the E-UMTS system. When the measured signal strength included in the measurement report message is greater than a particular threshold value, it is determined to perform handover from the E-UMTS system to the UMTS system. As the handover is determined, an E-CN(Core Network) of the E-UMTS system establishes a tunnel for user data with a CN node of the UMTS system. After the tunnel is established, the E-UMTS system transmits a handover command message to the UE. The UE is connected with the UMTS system in response to the handover command message. User data related to the UE is transferred through the tunnel between the E-CN of the E-UMTS system and the CN node of the UMTS system.
