A second request message is transmitted to a mobility management entity(MME). The second request message requests the traffic localization use between the first terminal and the second terminal. A receiving unit receives a specific message from a network server, wherein the specific message is a dedicated message for a domain transfer or includes information about a domain transfer request. A transmitting unit(102) transmits a response message to the received specific message. A VCC(Voice Call Continuity) enabler(103) evaluates the specific message to determine whether to perform a domain transfer for an ongoing call, and performs domain transfer according to the determined result.

When a user plane is updated according to a domain transfer of an ongoing call or session, a UE receives a response message to updating of the user plane from a network server. The UE switches the user plane or a bearer from a transferred-out domain to a transferred-in domain. The UE transmits the first information indicating the completion of switching of the user plane or the bearer to the first network server. The network server releases a bearer of the transferred-out domain based on the first information received from the UE.
