Upper structure lifting devices(200) which has the support structures are installed in the bottom of a first upper structure(130). The upper structure lifting devices lift the first upper structure, and the first upper structure is horizontally moved with the guide units. Sliding members are installed in one of the guide units and the bottom surface of the first upper structure contacted with the guide units. An upper structure transfer vehicle is located near the first upper structure lifted by the upper structure lifting devices. And the first upper structure is horizontally moved toward the upper structure transfer vehicle.

Tendons are inserted into tension holes(112) which connect the steel pipe segments to each other. The bottom ends of the tendons are fixed by partially filling the tension holes with mortar. The final steel pipe segments are coupled to each other by tensioning the top ends of the tendons.
