    • PROBLEM TO BE SOLVED: To provide a resistor substrate for a variable resister with high reliability, durability and accuracy, and to provide a manufacturing method of the same and the variable resister. SOLUTION: The resistor substrate 10 is provided with a metal plate 11 which is the resistor substrate for the variable resister where a predetermined resistor pattern 1 and a conductive pattern 2 are formed on an insulative surface and small holes 3a, 3b and 3c are formed and external lead terminals 5a, 5b and 5c are clamped and fixed with fixtures 6 and the small holes 3a, 3b and 3c are formed, a refractory insulative coating layer 12 formed on the entire surface and the backside of the metal plate 11, a refractory insulative layer 13 formed on internal surfaces of the small holes 3a, 3b and 3c, and a conductive fixture 16 integral with the external lead terminals fixed to the metal plate 11 by clamping the external lead terminals 5a, 5b and 5c or separated from the external lead terminals.
