    • PROBLEM TO BE SOLVED: To provide a fuel cell system capable of improving the output of a fuel cell even when a special apparatus is not added to the fuel cell system or power consumption of the entire fuel cell system is not increased; and to provide a fuel cell suitable for the fuel cell system. SOLUTION: This fuel cell system is provided with a fuel cell stack, a control part and a cooling water passage. The following cooling water temperature control process is executed by the control part. The control part executes control for changing the temperature of cooling water flowing in a cell to a temperature allowing steam to be condensed in the vicinity of air exit of an air passage in the cell when it is determined that oxygen concentration in the vicinity of the air exit of the air passage in the cell needs to be improved. Thereby, steam in the air can be reduced in the vicinity of the air exit in the air passage and the oxygen concentration of the air can be improved.
