As a result, even if the periphery of the container insertion hole of the retainer is formed into a closed line of a circle, square, or the like over the entire periphery, the hydrogen peroxide is sprayed uniformly onto the part under the flange that is covered with the back of the flange and the inner peripheral surface of the container insertion hole of the retainer.
