Thereby, the tether 23 functions to restrain the independent behavior of each of the tubular bags 20A, 20B, 20C when the expanded airbag 20 abuts on an occupant between the seat belt W and the occupant.

A second air belt 30 is inserted into the gas introducing belt part 22B in a collapsed state, has an openable weak part formed in an end part 30a, expands in the form of a tube when gas is introduced from an open end and extends to push out a part of the first air belt 22, eject gas from the end part 30a and expand the binding bag 22A. The entire part of the air belt is coated with a mesh webbing and a cover to form the air belt device.
