When it is discriminated that the motion of a current picture is large based on the result of movement detection, the electronic zooming control circuit 16 selects the field mode with less enlargement processing time and when it is discriminated that the motion is less or small, the electronic zooming control circuit 16 selects the frame mode with high vertical resolution and the picture quality even when the processing time is long. Then the enlargement processing method is selected adaptively depending on the motion state of the picture to give a command to the enlargement processing circuit 14.

That is, the absolute value of a data from the standpoint of the control system is made constant. Thus, the extracted information is used to apply continuous control of various functions regardless of the period (window shape and size or the like) of the gate signal.
