A receiver 40A horizontally protruded more outside than the external wall face 10A is provided near the lower end of the receiver 40, and positioned at the about central part in a vertical direction of the ventilating opening 42. Planters 36 are severally mounted and fixed on the receivers 34A, 40A, and earth 25 is put in the pot 36, and plants 26 such as trees, grass and flowers are planted there. The ventilating opening 42 is partially covered by the leaves and flowers of the plants 26 planted in the planters 36, 38, and it is simultaneously difficult to see automobiles parking on each floor from the outside of the building 10.     • PURPOSE:To enable to conserve energy for a long period, by causing a reaction of optical isomerization for converting to a light energy storing compound by the light energy transmitted through a film member. CONSTITUTION:Norbornadiene (referred hereinafter as substance N) is used as a light energy storing compound passed through the inside of a compound passage 26. The substance N is converted into a highly strained compound of quadricyclene (referred hereinafter as substance Q) by the reaction of optical isomerization when short wave rays in the range of ultraviolet rays are radiated. Solar rays radiated to a light energy collecting apparatus are radiated to the substance N in the compound passage 26 through a film member 10 and converts the substance N to the substance Q by causing the reaction of optical isomerization. Since the substance Q in a substance Q storing tank 36 is not converted again to the substance N by itself, it is enabled to accumulate energy over a long period.
