    • PROBLEM TO BE SOLVED: To simplify management operation of human resources outside an organization. SOLUTION: When an acceptance request of a temporary employee as human resources outside the organization is made in a division of a company, a decision making device 1 creates an approval document based on operation of a terminal 11 of a person in charge of temporary employee acceptance by a person in charge of temporary employee acceptance. A person who makes a final decision makes a final decision on the approval document by operating a terminal 12 of the person who makes the final decision. A temporary employee management device 2 receives the approval document which receives an approval decision from the decision making device 1, extracts decision information of the temporary employee from the approval document. When the division accepts the temporary employee based on the approval document, the temporary employee management device 2 acquires personal information of the temporary employee on the basis of the operation of the terminal 11 of the person in charge of the temporary employee acceptance by the person in charge of the temporary employee acceptance. The temporary employee management device 2 assigns a number of the temporary employee, stores the decision information and the personal information of the temporary employee by relating to the number of the temporary employee, applies for utilization in a company system 3 at a start of a contract of temporary employment, and applies for a stop of the utilization in the company system 3 at the termination of the contact of the temporary employment based on the stored information.
