SOLUTION: The electronic money settlement system 1 comprises: a subscriber's terminal 10 in which information including a subscriber's electronic money balance is stored; an electronic money service agent server 70 for executing electronic money settlement within the range of the subscriber's electronic money balance; and a settlement terminal 30 for requesting electronic money settlement to the electronic money service agent server 70 in accordance with a request from the subscriber's terminal 10. The subscriber's terminal 10 has a storage part 13 for storing credit information 23 including reloadable amount information in a range of a prescribed limit amount, and when the electronic money balance is less than the settlement amount, reloads the electronic money balance on the basis of the credit information 23 without accessing the electronic money service agent server 70, and then executes electronic money settlement with the electronic money service agent server 70 through the settlement terminal 30 within the range of reloaded supplied electronic money balance.
