    • PROBLEM TO BE SOLVED: To allocate a high code rate to a highly worth-viewing, important scene in consideration of a degree of importance in a semantic content of a moving image, in reencode-dubbing according to a moving-image encoding scheme.
      SOLUTION: The method includes steps of recording a video signal and an audio signal of a broadcast program in a first recording medium (102), and then copying the video and the audio signal to a second recording medium (103). The method further includes steps of: extracting (143) an audio feature quantity identified as an applause or a cheer at recording the broadcast program; computing (120) a degree-of-importance level corresponding to a duration of the feature of a video scene indicated by the audio feature quantity identified as an applause or a cheer; and recording the information representing the degree-of-importance level into the first recording medium (102). In performing dubbing, following steps are processed: reading the information representing the degree-of-importance level out of the first recording medium (101); and if the readout degree-of-importance level is of a value equal to or less than a given threshold, then skipping (121) recording of the corresponding section in the second recording medium (103).
