    • PROBLEM TO BE SOLVED: To suppress uncomfortable fluid noise while maintaining assist force control by arranging a plurality of fixed throttles in series in a third control unit and gradually reducing openings of the plurality of fixed throttles toward the downstream side. SOLUTION: In a rotary valve constructed of a rotary spool 8 and a sleeve 9, a first control unit I and a second control unit II are arranged in parallel, and in the oil discharged from a pump, the supplying direction of the oil to be led to a power cylinder is controlled by means of the first control unit I, while a flow rate of the oil to be led to a tank is controlled by means of the second control unit II. A third control unit II is arranged on the downstream side of the second control unit III, while a plurality of fixed throttles 35, whose openings are gradually reduced toward the downstream side, are arranged in series inside the rotary spool 8 in the third control unit III. In this way, an ideal power assist characteristic can be obtained during an intermediate-high speed travel time and in a low speed travel time, so that uncomfortable fluid noise when a handle is steered can be suppressed.

    • PROBLEM TO BE SOLVED: To restrain generation of uncomfortable fluid noise and attain cost reduction by constructing a third control part such that a restriction part which maintains the opening thereof constant if a rotary valve is changed over is positioned upstream of a tank port communicating, at the position upstream of communication control groove of second control part, with a return recess part. SOLUTION: Second pump ports 55, 56, second communication recess parts 61, 62, communication control grooves 57-60 and return recess parts 21-24 construct a second control part II controlling the quantity of flow to be returned to a tank. A restriction part 71 maintaining the opening thereof constant if a rotary valve is operated is provided upstream of tank ports 67-70 with which return recess parts 21-24 are communicated at the position downstream of the grooves 57-60 of the second control part II. The restriction part 11 composes a third control part III positioned downstream of the second control part II. Accordingly generation of unpleasant fluid noise is restrained, and a compact structure and cost reduction are made possible.

    • PROBLEM TO BE SOLVED: To prevent the steering feeling of a driver from being influenced, by making first and second variable throttles center close while third and fourth variable throttles center open. SOLUTION: Left and right control grooves 31, 32 are communicated with left and right chambers 26, 27 of power cylinder PC and discharge grooves 34, 35 are communicated with a tank. On both sides of first supply groove 33 the left and right control grooves 31, 32 are positioned and outside the grooves 31, 32 the discharge grooves 34, 35 are positioned. The grooves 33, 32 constructs a first variable restrictor 22 while the grooves 33, 32 a second variable throttle 23. The grooves 32, 35 constructs a third throttle 24 while the groove 31, 34 a fourth variable throttle 25. The throttle 22, 23 are made center close while the throttles 24, 25 center open. Accordingly almost no influence of shock at the time of muximum flow of supply is given to a driver.

    • PURPOSE: To decrease control flow at nonsteering and reduce energy loss by retaining the control flow to the min. flow if a power cylinder has low load pressure, and increasing the control flow to the flow required for assistant force when the load pressure arrives at the predetermined pressure. CONSTITUTION: A flow control mechanism 2 controls flow in accordance with the load pressure P of a power cylinder. Namely, if the power cylinder C has the low load pressure P, control flow Q is retained to the min. flow Q1 ; when the load pressure P arrives at the predetermined pressure P2 , the control flow Q is increased to flow Q2 required for assistance. Therefore, in the low load pressure P range, namely, at nonsteering, only the min. flow Q1 passes through a valve mechanism 7. Decreasing flow passing through the valve mechanism 7 depresses pressure loss generated in cylinder variable throttles 7a-7d, a pipe line, etc., accordingly to reduce energy loss. The higher load pressure P at steering results in increase to the flow Q2 to obtain sufficient assistant force.
