    • PROBLEM TO BE SOLVED: To stably recover hydrogen chloride from hot exhaust gas, based on gaseous hydrogen chloride generated by thermally decomposing a chlorine- containing resin, while removing the moisture or the like from the host exhaust gas by containing the hot exhaust gas with an organic solvent that is not active to the hydrogen chloride and containing water of an amount that exceeds the saturated solubility. SOLUTION: The chlorine-containing resin in the waste of vinyl chloride resin or the like is heated to around 300-400 deg.C and decomposed into a carbide using a rotary kiln or the like, preferably, having a non-oxidized atmosphere with an inert gas such as nitrogen. The exhaust gas based on gaseous hydrogen chloride discharged when decomposed is brought into contact with the organic solvent, preferably, a chlorine-containing hydrocarbon such as ethylene dichloride, which is not active to the hydrogen chloride and containing water of an amount that exceeds the saturated solubility while keeping gas state, preferably the temperature of >=200 deg.C. This method does not cause the clogging of pipelines owing to high boiling pint organic compounds. The impurities caused by the moisture and additives are efficiently removed and the purified gaseous hydrogen chloride can be recovered stably.

    • PROBLEM TO BE SOLVED: To provide a carbonization product while preventing a chlorinated plastic from adhering to each other and from adhering to the inner wall of a decomposition apparatus and while improving the decomposition ratio by mixing a chlorinated plastic with an oil coke powder and decomposing the mixture. SOLUTION: 100 pts.wt. chlorinated plastic in irregular, spherical, circular cylindrical, prismatic, or cubic shape having a major axis of 1-30 mm, pref. 2-5 mm, and a thickness of 30 mm or lower is mixed with 3-500 pts.wt., pref. 5-300 pts.wt., still pref. 5-50 pts.wt., oil coke powder having an average particle size of 0.01-2 mm, pref. 0.02-1 mm, under such conditions that the surface of the plastic slightly melts. The resulting mixture is fed to a thermal decomposition oven such as a rotary kiln, a fluidized bed oven, or a vertical oven and is decomposed in an inert gas atmosphere at 250-350 deg.C for 5 min to 5 hr, pref. 10-60 min. The resulting hydrogen chloride gas is absorbed by an aq. alkali soln.
