    • PROBLEM TO BE SOLVED: To provide a request retransmission time setting method by which the request of a location registration can be efficiently processed even when it is received at a burst from a terminal in a transfer processing device performing transfer processing for communication between terminals. SOLUTION: A transfer processing device performs processing of designating a time of retransmitting a request for a registration to a terminal, when it is determined that the request for the registration having received from the terminal can not be processed in the transfer processing device performing the transfer processing for communication between the terminals in a request retransmission time setting method. The time of the retransmission is shifted (T2-T9) in a range equal to or more than a minimum time (difference between T1 and T2) required for the retransmission upon setting the time of retransmitting the request for the registration to the terminal, the retransmission time is set so as to be equal to or less than a predetermined time at each time (T2-T9), a response including a retransmission time of the request set for the terminal is generated, and the generated response is returned to the terminal.
