Call connection device identification information for the calling-side terminal device to connect a call at the other call control apparatus is transmitted to the calling-side terminal device. When it is detected that the detection result indicates a non-congested state and the connection information is acquired from a call control apparatus, call connection processing is performed on the calling-side terminal device contained in the connection information.
