SOLUTION: A legacy IP converter is set as a clock master and other legacy IP converters 12-2 and 12-3 are set as clock slaves. One specified channel of the master clock is set as a master channel of clock synchronous control. The clock master legacy IP converter 12-1 transmits the multiframe data to the IP network 18 in channel-spread IP packets. The clock slave legacy IP converters 12-2 to 16-6 stores received IP packets in receiving buffers by the channels, and reads out and transmits all the channels as multiframe data in synchronism. When a receiving buffer amount of the receiving buffer of the master channel reaches a predetermined center value, a variable clock unit is set to a center frequency and actuated, and the clock frequency of the variable clock unit is controlled and clock synchronized with the clock master side so that the receiving buffer amount after the actuation becomes stable at the center value.
