    • PROBLEM TO BE SOLVED: To cut a travelling web and certainly rewind it on an empty winding core without generating split, wrinkle, or the like.
      SOLUTION: A sector cutting drum 27 having a cutter 47 and a sector receiving drum 28 are rotatably mounted to a drum holding arm 20 so that their peripheral surfaces contact with each other. The drum holding arm 20 is rotated about a mounting shaft 34, and is displaced between an evacuation position and a rewinding position. When the web 6 is cut and rewound on the empty winding core 7b, the drum holding arm 20 is set at the rewinding position. An adhesive tape piece 17 is stuck to the winding core 7b. The winding core 7b is rotated at its circumferential speed set the same as the web feed speed. The rotations are synchronized so that the position of the adhesive tape piece 17 is the same as the web cutting position, and the cutting drum 27 and the receiving drum 28 are rotated once. The tip of the cut upstream side web is wound on the winding core 7a by the receiving drum 28, and rewinding is certainly performed.
