SOLUTION: This method employs a large number of radio base stations 11-1-11-M to restrict call transmission/reception of a mobile equipment 12 in a mobile communication system where communication is made between the mobile equipment 12 and an opposite terminal via a radio base station in response to the location of the mobile equipment 12. In this case, a control base station 13 is provided, which makes radio communication between any of the radio base stations 11-1-11-M and the mobile equipment 12. The control base station 13 sets a controlled space to restrict call transmission-reception of the mobile equipment 12 so as to restrict the call transmission from the mobile equipment and the call reception by the mobile equipment 12 resident in the controlled space.
