CONSTITUTION:A torque sensor 27 is coupled with the steering shaft of a handle 26, so as to detect rotating torque and analog signal proportional to the rotat ing torque is given to an A/D converter 29 through an amplifier circuit 28. When a switch 8a connected to the input port of the CPU7 is closed, damping forces corresponding respectively to a vehicle speed and the rotating torque of the handle are automatically set, while, higher damping force is set when a switch 8s is closed, middle damping force is set when a switch 8h is closed, and lower damping force is set when a switch 8n is closed.

When a manual switch for tilting is operated, the switch of the driving section in the motor 5 for tilting is closed. Since the motor 5 is rotated forward or backward in a low torque state, the steering shaft 1 is tilt-moved at a low speed. As a result, the steering handle 1 can easily be finely adjusted in a desired tilt adjusting position.
