An outer yoke of the stator 3 has a ring-like outer magnetic resistance section 328 whose magnetic resistance is higher than that of a yoke material. An inner magnetic resistance section 428 arranged on an inner peripheral side of a permanent magnet 45 allows magnetic flux to penetrate the outer yoke and an inner yoke 42 when an exciting coil section 30 is electrified with an exciting current, reduces the magnetic flux penetrating between a first inner peripheral inner yoke section 421 and a second inner peripheral inner yoke section 422, and forms a magnetic path penetrating in an oblique direction inside the permanent magnet 45.
